Elections and numerous bill drafts will be considered the morning of the first day. Special districts and issues related to operations in general including voter participation\, requirements for indebtedness\, and filling vacancies will be discussed. The Secretary of State's Office will provide a general update and provide comment on draft legislation. The issue of a regulatory sandbox will be considered as well as a discussion of draft legislation. An educational presentation will be provided by members of electric utilities to discuss proposed rate increases. Certificated service territories of electric utilities will be the final topic for discussion.
